Program Description
BIA Hawaii’s Pre-Apprenticeship Construction Training (PACT) is a comprehensive, hands-on workforce development program designed for individuals with little or no prior experience in construction. This full-time training introduces participants to the essential skills, tools, and knowledge needed to begin a career in the building industry.
What You’ll Learn
PACT focuses on both technical and interpersonal development to prepare students for success on the jobsite and beyond.
Jobsite Safety & Certifications: Includes OSHA-30 Construction Safety, Adult First Aid/CPR/AED, and optional certifications in Lead Renovation, Repair and Painting (RRP) and OSHA Disaster Site Worker safety.
Green Building Fundamentals: Explore sustainable construction practices aligned with today’s environmental standards.
Technical Trade Skills: Gain hands-on exposure to carpentry, electrical, plumbing, HVAC, masonry, weatherization, and landscaping.
Construction Math & Blueprint Reading: Strengthen your math skills and learn how to read construction plans accurately.
Career Readiness & Professionalism: Build confidence in workplace communication, teamwork, financial literacy, and job-seeking strategies.
Real-World Experience: Participate in a guided hard hat tour of an active construction site and hear directly from professionals in the field.
Course Structure
Training is organized into weekly modules that build progressively:
Week 1 – Introduction to Construction, OSHA-30, First Aid/CPR, Craft Math
Week 2 – Blueprint Reading, Green Building, Paint & Building Construction Technology, Craft Math
Week 3 – Carpentry & Masonry, Basic Principles of Construction, Site Tour, Craft Math
Week 4 – Electrical & Plumbing, Job Readiness, Financial & Business Literacy, Craft Math
Week 5 – HVAC, Weatherization, Landscaping, Review, Craft Math Optional Certifications: Lead RRP and OSHA 15-hour Disaster Site Worker (as available)

Career Pathways
